The objective of the SBIR Phase III program is for small businesses with Phase II awards to pursue commercialization. But one of the biggest challenges for these contractors has been the complicated contracting process. The recent proposed solution for this is to use the General Services Administration (GSA) Schedule agreements to award SBIR Phase III contracts on behalf of other agencies.
A SBIR Phase II winner will work through the GSA’s Assisted Acquisition Service’s (AAS) office with a commercial customer interested in their product who has funding. A program manager will then be assigned by the GSA to put together the required documents facilitating the transaction and transferring the federally-funded technology from the laboratory to the marketplace.
